The unspent balance of 9,000 is the result of telephone and fax related expenses of the Investigations Unit, Vienna, being charged to the United Nations Office at Vienna.

The unspent balance of 9,000 is attributable to the expenses related to the maintenance of information technology equipment being charged to the regular budget.

The unspent balance of 71,600 is the result of lower than budgeted costs allocated by the Information Technology Services Division for the rental of photocopy machines.

The unspent balance of 20,000 is attributable to lower requirements under the maintenance of information technology equipment.

The unutilized balance of 62,200 relates to the vacancy of one post for one month and one post being encumbered by a staff at a lower level.

The unspent balance of 30,000 relates to a higher than budgeted vacancy rate.

The savings were offset in part by additional expenditure pertaining to the acquisition of equipment, procurement action in respect of which was not completed in the previous period owing to long procurement lead times.

The unutilized balance resulted primarily from the fact that an amount of 7 million provided for security measures, which would have included the construction of a new Mission headquarters building and relocation of communications facilities, was not spent for lack of a designated site.

The Advisory Committee recommends that the unencumbered balance of 14,703,700 for the period from 1 May to 30 June 2004 be credited to the Member States in a manner to be determined by the General Assembly.

The estimate of 5,000 provides for one video camera, which will be used in train the trainer sessions.

In addition, the Procurement Service has experimented with merging two of the sections into a more horizontal structure, but the arrangement resulted in a workload that was completely unmanageable for a single manager, and oversight in the teams concerned dropped significantly during that time.

Archives and Records Management Section

The variance of 185,800 is due mainly to higher travel requirements in the Information Technology Services Division and the Procurement Service.

A total amount of 1,575,200 is needed for information technology maintenance, equipment and services and includes information technology programme proposals in the Peacekeeping Financing Division and the Information Technology Services Division.
